Towards the end of the Scottish referendum campaign the leaders of the three main parties made a vow that we would deliver significant new powers to the Scottish Parliament. We not only delivered on that vow, on the timetable that we said, we've actually over delivered on it. It's vow max, if you like, and now we will have a Scottish parliament which can raise the majority of the money that is spent in Scotland, as well as gaining significant new welfare powers.

Of course as Liberal Democrats we have championed home rule for decades, and that's why I'm so pleased with the bold package of powers that have been unveiled.

Of course there is much more to do to. We have to now deliver the legislation and make sure voters in Scotland hear our message over the coming weeks and months. But today, we should take a moment to welcome a huge step forward towards something our party has been fighting for for generations.
